Dear President Voronin,
In my early years of study of Communism I kept wondering why the communists refer so much to "democracy" and make such a big deal about their stupid choice-less elections. Then, one day I found a long article in three parts by a CIA guy, GINSBURGS, about Vietminh elections in Indochina during the war against the French. I was surprised because I knew
Ginsburgs and knew that he doesn't speak Vietnamese.
However, he was one of the agency's best reader of Soviet materials in Russian. His account was totally from Russian materials and-- being elaborately described in many Soviet higher pedagogic articles and books serving as training manuals for activists-- he used to explain the process of village elections under the Communist Vietminh; thus, it should be clear that the Soviets approved of Ho Chi Minh's wonderful application of red "democratic" techniques taught him over many years as Comintern agents' schools.
Anyway, I don't want to bore you with all the details, but the up-shoot was that the Vietnam Dang Lao Dong (Workers' Party) had a parallel structure going from the clandestine cell up to the province, zone and inter-zone, etc. The government structure, on the other hand, was up for election every six months and could easily be recalled for a referendum. Thus-- Vietminh Indochina would have been a wondrous dream-joy for GW Bush because government officials did nothing but perpetually campaign for election or re-election and never had time to govern. Instead, the Party cadre, given appointed shadow titles of "assistant-..." would rule at all times.
Why do I tell this story?
Well, it seems that Moldova is so drunk on meaningless elections on the assumption that politics would mean something to people whose economic situation is stagnant and bad. Finally-- with almost anyone able bodied or with a skill in Moldova gone to the West to work illegally-- the old people have had enough of dragging their old bones to vote to settle all this political brouhaha with never any positive change in the economic situation. For, in Moldova, no matter who is in office, someone's future depends on how good a job someone's son and/or daughter got abroad and how much of the money they send back your Government is allowing them to keep. So, congratulations Mr. Voronin, you are running the same kind of cesspool as the Viets in Hanoi are running, their economy also totally dependent-- to this day-- on remittances from relatives abroad; that makes for a totally non-productive consuming society. You steal so much of the people's money in the hope that you can hire more election fraud-makers than Putin in order to keep your by now seeming petit-bourgeois- Trotskyoid Communist Party in power so that you can teach your kids a version of history, that even a dead drunk individual would laugh at your politics!
Meanwhile you are trying to get your Ukrainian-Romanian-Russian Gagaut multi-ethnic version of Zimbabwe into EU!!!
At some point, you all will have to realize that if all you do is sit in a stool crying that GW Bush is too dumb to see the value of helping you Europeanize -- instead of gathering what's left of your people and doing it yourself by dissolving self-destruct communism -- all you are going to do is get a bad back.
Already your days are numbered, I hear, Mr. Voronin, because people are commenting on how disoriented and forgetful you get in the middle of a sentence. Senile dementia is a horrible thing, you have all my sympathy. I don't know what to say to make you feel better except that old joke: Alzheimer's Disease is not so bad, you meet NEW people every day!
But if you can't remember even the phony statistics from yesterday so that you don't know if there's been any phony improvement from phony yesterday to phony today, let me tell you that your DEPOPULATION of productives speaks for itself. Surely-- with nothing to watch on TV but you, Smirnoff or Putin-- Moldovans are passing the time having sex. Therefore, they are indeed making babies. Surely then the population is growing, Mr. Voronin. Yet, you don't see too many people between 20 and 40 years old in the streets of Chisinau, just the same old people and new little kids. Isn't that all you need to know in order to conclude that your glorious history of saving Moldova from Romanian invasion has done nothing but gotten all your able people running West?
Perhaps, Mr. Voronin, less fear about getting swallowed up by Romania and more fear about the Russian bear eating up your old skinny "sgirci" of a country might get you to better relations with the real originators of Moldova. They are not as likely to devour you as the Russians!
At any rate, the results of the election tell you that, though less than 10 years old, Moldova is getting very, very old in terms of stay behind citizens. And, that is because in all the political tumult, you have not made coming home ECONOMICALLY profitably for your most productive people. Some day you will have to ask yourself if Moldova would not be better off tied to an EU member like Romania than tied to Moscow through CIS, which is as beneficial for your economy as all your elections are democratic!!
I really have no right to give you advice because, after all, I am only an outsider far, far, far away who is not into the minute details of your plight. Yet, here I am making a suggestion out of love for Moldovans:
Instead of wasting time and money on all these pointless elections you all pollute with stupid frauds, why don't you ask Mr. Rosca to join your Govt. as Prime Minister and then send him to the West to demand that the West save Moldova from being eaten by Russia. In response to his energetic "in your face" challenge to Western leaders, they might be forced to put up or shut up. Then, the productive young might decide to return along with the Western capital.
Right now, the West is flooded with capital. The only place the portfolio managers can think of investing is China because, frankly, slave labor is cheap. But,investing in Moldova will bring back the diasporic Moldovans and that will make Moldova competitive. The economic future of Moldova is just waiting for an end to dinosaur ideological and ethnic myths politics. Instead of waiting for EU border police to come and protect Moldova, why not bring in the capital and then wait for everything else will follow it. My point is that if you are going to be a global capitalist communist, you might as well also be a broad minded one and bring your right flank right up to the top to share blame for failure or success.

In a post that I have liked very much and posted in all kinds of other forums, Daniel Teodoru makes some very important points that need to be made. Among the things that are criticized are official corruption, which has gotten worse under the Communists, the fact that the Moldovan Communists are not classical Communists, but "petit-bourgeois- Trotskyoid Communist(s)", that the version of history that the Communists desire to be taught in schools should not be taken seriously as history, but treated as laughable propaganda, etc., that Voronin is sincere about Europeanization, but that his means do not include something that is crucial, decommunization. Daniel Teodoru mentions
Voronin's health problem, Alzheimer's Disease, the phony statistics, the fact that finally, more people are being born than dying in Moldova, the depopulation of people in the 20-40 age bracket, who work outside the country and send in money that is very important for the economy
and the country's budget (according to some statistics not mentioned by Daniel Teodoru, 39% of the workforce works outside the country - Daniel Teodoru thinks that this is an understatement). Due to the favoring of a "Moldovan" over a "Romanian" ethnic identity in all ways, from the census to the preferred official history, but also due to some objective
demographic characteristics of the group, the individuals with a "Romanian" ethnic identity have been particularly likely to leave. (In order not to interrupt the flow of Daniel Teodoru's argument, I will comment on the official Communist history at the end of the message.) Daniel Teodoru talks about Voronin's continuing fear of Romania and the
Romanians, "the real originators of Moldova" formerly public, now no longer public, because Basescu et al. have not left any room for complaint. He also mentions the Moldovan president's insufficient fear of Russia. Wheras Romania is not dangerous for Moldova's independence or
territorial integrity, Russia is very much so. Voronin should make coming home more worthwhile for the most productive people, and particularly those with a "Romanian" ethnic identity. He should develop better relations with Romania (according to an opinion poll, a majority of Moldova's population accepts the formulation "the two Romanian states" - see
http://www.bbc.co.uk/romanian/news/story/2004/11/041102_moldova_recensamant.shtml). The unfairness of the Moldovan elections, including the recent ones for mayor of the capital, Chisinau, which are far from free of unacceptable practices, is emphasized. After winning only 45.98% of the votes in the parliamentary elections and after defective municipal elections in the capital, in which only 27.2% of the population participated, Daniel Teodoru believes that one of the leaders of the opposition, Iurie Rosca, the president of the Christian Democratic
People's Party, should be appointed prime minister. He would be able to attract more Western sympathy, support and capital, and to attract back the people who left Moldova. It is the time to end Communist ideological myths and the official line "ethnic Moldovans are not ethnic Romanians".
Wouldn't it be good if what Daniel Teodoru calls for would be done ? Yes, it would. That's what many, many other diasporic Romanians, and not only them, think. How likely is it that things will evolve this way ? Very unlikely. On the other hand, this kind of constructive, non-threatening advice that does not present things in Moldova in a more positive light than they are should be read and taken into account as much as possible.
(I would add that the history textbooks that the Communists wish to introduce in the schools claim that Moldova's declaration of independence of January 24, 1918, passed through an unanimous vote of the provisional parliament, whose distribution by faction was consistent with the electoral results for the all-Russian Constituent Assembly elected in November 1917, which the Communists have claimed in the country's official newspaper "Moldova Suverana", in 2003 and 2004 to be fraudulent. The independence was a bad thing, because on March 27, 86 members of the provincial parliament, Sfatul Tarii, voted for Union with Romania, 3 against, 36 abstained and 25 were not present - if there would have been no declaration of independence, how could the parliament vote for union ? The pro-Soviet, anti-Romanian, anti-American, but in their own, pro-EU, textbooks treat Romania as the occupier of Moldova and the Soviet Union as the liberator, never mind that most inhabitants preferred Romanian, not Soviet, rule during the period 1918-1940 and 1941-1944. The textbooks avoid talking about the Ukrainian famine and the deportations of June 1941, etc. But they talk about the Stalin-made postwar famine of 1946-1947 in Moldova and the 1949 deportations. How come ?
This is simply because, with the Soviet regime in place and "legitimate" in Moldova after World War II, one could afford to talk about these kinds of things, which were allegedly less bad than the American ones at the same time. And, after all, it is difficult to criticize the current national and democratic textbooks, which talk more about the Gulag and Communist
crimes in general than about the Holocaust for "relativizing the Holocaust" if the new textbooks will avoid talking about all the Soviet crimes.
So why should ethnic Ukrainians, and particularly diasporic ones, care about history teaching in Moldova ? In 1990, the national democratic forces in power in Moldova at that time decided to switch from the "History of the Soviet Union" to the "History of Moldova and of the Romanian people". These forces (the Moldovan Popular Front, whose current direct descendant is the Christian Democratic Popular Front, who sent about 1,800 observers in Ukraine in 2004, whose leader, Iurie Rosca, demonstrated in Maidan in Kyiv in 2004, whose color is orange,
etc.) worked hand in hand with Rukh, the Popular Fronts in the Baltic countries, etc., for independence for all the non-Russian Republics, and therefore helped, and did not hurt, the cause of Ukraine's independence. So, some people might say, "that was then and this is now".
After all, does not the new "integrated history textbook" talk more about Ukrainians than the current one? Well, it avoids talking about the millions of dead of the Ukrainian famine, but, perhaps because the ancestors of the former Minister of Education under Voronin until early 2005, Valentin Beniuc, were Ukrainian Jews who suffered from Ukrainian anti-Semitism, the most emphasized issue related to Ukrainian history is anti-Semitism. Well, anti-Semitic massacres need to be presented and condemned, not in the least so that they would not happen again, but the true story of what happened in 1941 in present-day Moldova is "politically incorrect", because the textbooks simply can't present most of the local population, who was opposed to Soviet rule, as participating in the massacres, for a minority, or in the anti-Semitism, for most of the rest, because that would
contradict the false view that the Soviets were seen as the liberators of Moldova by most of the inhabitants, a view so dear to the Moldovan Communists. With such a history, the incentives for the continued Russification of the ethnic Ukrainians in Moldova will remain in
place.)

Declaration Against the Planned Federalization of the Republic of Moldova
We, the signers of this declaration, would like to express our disapproval toward the idea of the federalization of the Republic of Moldova. Some of our main arguments are related to public opinion and electoral results. A majority of the population of the areas under the control of the government of the Republic of Moldova would prefer a more centralized form of government than the proposed federation. In addition, federalization is against the program of the ruling Communist Party of the Republic of Moldova, whose leader, President Vladimir Voronin, has recently endorsed the idea of federalization. Moreover, federalization would be unconstitutional. On issues such as the one discussed in this declaration, the constitution may only be revised through a referendum in which a majority of the registered voters of the Republic of Moldova would participate. Finally, we believe that the attempt to push through the federalization plan in the current context is likely to destabilize the situation, possibly to a level unprecedented in the history of post-Soviet Moldova.
The first argument against the federalization of the Republic of Moldova is the opposition of public opinion. The evidence that a large majority of the population of Moldova has been opposed to the transformation of Transnistria into a federal unit of Moldova since the Transnistrian conflict of 1992 comes from a large number of opinion polls. The first such poll was conducted in June and July 1992 within the part of the Republic of Moldova that was not under the control of the Transnistrian secessionist authorities by Professor William Crowther of the University of North Carolina at Greensboro, the author of the country study on Moldova in the prestigious series of country studies of the largest and most prestigious library in the world, the Library of Congress [Helen Fedor, Belarus and Moldova : Country Studies , (Washington, D.C. : Library of Congress, c1995)]. The survey was funded by the National Council for Soviet and East European Research, with the support of the Duke University Center for East West Trade, Communication and Investment. (For more details, see Professor Crowther's unpublished manuscript, "The Construction of Moldovan National Consciousness".) The survey was administered by the personnel of the Institutes of Ethnography and Sociology of the Academy of Sciences of the Republic of Moldova and by the National Institute of Sociology of Moldova. The results may be found in various published scholarly articles and manuscripts.
The data presented below comes from William Crowther, "Nationalism and Political Transformation in Moldova", in Donald L. Dyer (ed.), STUDIES IN MOLDOVAN: THE HISTORY, CULTURE, LANGUAGE AND CONTEMPORARY POLITICS OF THE PEOPLE OF MOLDOVA, (East European Monographs, Boulder, 1996). About 81.6% of all the ethnic Moldovans/Romanians (who represented 70.3% of the polling sample) desired the area to remain a part of the Republic of Moldova in comparison to 6.8% who desired the federalization of the country and 4.2% who favored Transnistrian independence. Among ethnic Ukrainians (12.2%), the figures were 46.0%, 27.9% and 10.6%, while among ethnic Russians (10.8%), the numbers were 45.6%, 30.8% and 8.3%. The overwhelming majority of the inhabitants desired arrangements in which the Moldovan state would be more centralized than a federal state.
A very similar picture is provided by a more recent poll, conducted in late April 2000 by Vladimir Kolosov and Dmitriy Zayats with the collaboration of Luminita Drumea of Chisinau as well as N. G. Babilunga of Tiraspol. Only 7% of the population of the area controlled by the Moldovan authorities believed that Moldova and Transnistria should be joined together in a confederation and 11.9% desired that Moldova should become a federation of equal members. By contrast, 30.8% of the population believed that Transnistria should get a great deal of autonomy within Moldova, whereas 18.3%, including almost one-third of the ethnic Moldovans/Romanians, thought that Transnistria should form a number of regular counties within Moldova which should not benefit from any autonomy. The rest did not believe that the resolution of the Transnistrian conflict would be possible in the near future. Their lack of faith in the prospects for peace might be based on their realization that union on their terms (apparently almost always a preference for a unitary Republic of Moldova) would not be accepted by the other parties involved in the negotiations.
This latter scenario is suggested by another opinion poll conducted by the Institute of Social Technologies ( http://ist.ist.md/ ) between 10 and 12 November 2001 in the city of Chisinau, the capital of the Republic of Moldova (see http://www.yam.ro/forum/read.php?f=3&i=10129&t=9868 and http://www.yam.ro/forum/read.php?f=3&i=10130&t=9868 ). Even though the Moldovans represented only 55.07% of the population of the city, 48.25% of its inhabitants believed that Transnistria should be an administrative territorial unit within the Republic of Moldova, while 18.47% of the population believed that Transnistria should be an autonomous unit within the Republic of Moldova. By contrast, 17.80% of the population believed that Moldova and the Dniester Moldovan Republic/Transnistria should be "equal subjects of a unitary state (federation)" and only 2.83% of the population believed that the two entities should be sovereign, independent states. The other inhabitants thought that it would be difficult to provide an answer, did not know or did not respond.
President Voronin has recently endorsed the idea of the federalization of the Republic of Moldova, and has praised the preliminary federalization plan proposed by the OSCE Mission in Chisinau (see http://www.yam.ro/forum/read.php?f=3&i=10219&t=10219 as well as http://groups.yahoo.com/group/eurostiri/message/284 ). It is not legitimate to argue that the electoral victory of the Communist Party of the Republic of Moldova in February 2001 in some sense justifies the federalization of the Republic of Moldova. The current program of the above-mentioned party (see its Romanian-language version at
http://www.parties.e-democracy.md/parties/pcrm/program and its English-language version at http://www.parties.e-democracy.md/en/parties/pcrm/program ). With this program, the party obtained 50.07% of the valid votes during the above-mentioned elections, states that "The party supports sovereign, independent, one and indivisible State" (sic). [A better translation would have been "The party pleads for a sovereign, independent, unitary and indivisible state".]
The federalization of the country is not allowed by the constitution. Article 1, section 1 of the Constitution of the Republic of Moldova states, "The Republic of Moldova is a sovereign, independent, unitary and indivisible state." Furthermore, article 10, section 1, states "The national unity of the Republic of Moldova constitutes the foundation of the State. The Republic of Moldova is the common and indivisible motherland of all her citizens."
Any federalization plan may be implemented only after a revision of the constitution of the Republic of Moldova. Due to the importance of the issue, the federalization of the country may be achieved only through a referendum in which a majority of the registered voters participate. Article 142 states, "The provisions regarding the sovereignty, independence and unity of the state, as well as those regarding the permanent neutrality of the State may be revised only by referendum based on a majority vote of registered voting citizens." Keeping in mind the state of public opinion, a majority of the voters in the country would most probably reject the federalization of the Republic of Moldova.
Another argument against federalization is the fact that it would negatively impact stability in the country, including by increasing political conflict and by causing massive rallies against the plan. A number of political parties in the Republic of Moldova have indicated their opposition against the federalization plan. These include the parliamentary Christian Democratic People's Party, the Social Liberal Party, the Liberal Party and the Social Democratic Party of Moldova. These parties and their predecessors (the Liberal Party has been created through the merger of a number of parties) have obtained 22.50% of the votes in the parliamentary elections of 2001 (see http://www.ifes.md/elections/electionresults/2001parliamentary/ in English and http://www.ifes.md/ro/elections/electionresults/2001parliamentary/ in Romania). The preparations for the anti-federalization street protests have already started (see http://www.azi.md/news?ID=19883 in Romanian and http://www.azi.md/news?ID=19895).
It is quite possible that, eventually, the protests against federalization would be the largest since the declaration of independence of the Republic of Moldova. We should not forget the massive demonstrations earlier this year provoked by other issues. At that time, the positions of the demonstrators were supported by a somewhat smaller proportion of the population and by a combination of political parties that had obtained a slightly lower number of votes in the same elections. Moreover, the opposition against federalization is more evenly spread throughout the population, in the sense that there is much more center-left and ethnic minority support for the demands of the potential protesters. Even more importantly, the level of support for the Communists has decreased according to opinion polls to 32.4% of the total population (see http://www.azi.md/news?ID=19648 in Romanian and http://www.azi.md/news?ID=19657 in English ). This figure is arguably lower than at any time since 2000, including than during the elections of 2001, when 33.4% of the registered voters cast their ballots for the party. Therefore, the pushing through of the federalization plan in the current context is likely to destabilize the situation, possibly to a level unprecedented in the history of post-Soviet Moldova.
While we disagree with his position, we fully agree with President Voronin's statements in the above-mentioned declaration that this plan is unprecedented and that there is a significant level of criticism directed against the federalization of the Republic of Moldova. We also note that nothing in his declaration, or of anybody else's statement in favor of the proposal, in any way contradicts the facts documented in our declaration.
Therefore, if the constitution of the Republic of Moldova and its democratic procedures would be followed, the federalization of the country should not take place in the foreseeable future due to a number of reasons, including the ones listed above. We are aware of an official OSCE proposal for the federalization of the Republic of Moldova, which has recently appeared in the governmental newspaper "Moldova Suverana" on July 9, 2002. We are also not certain about the extent to which the final version would diverge from this text. Therefore, our criticism against the proposed federalization of the Republic of Moldova would also apply to amended versions of the same plan that do not change its basic nature.
Therefore, we, the signers of this letter, would like to express our opposition against the idea of the federalization of the Republic of Moldova. Some of our main arguments are related to public opinion and electoral politics. A majority of the population of the areas under the control of the Republic of Moldova would prefer a more centralized form of government. Moreover, federalization is against the program of the ruling Communist Party of the Republic of Moldova, regardless of the recent endorsement of the idea by its leader, President Vladimir Voronin. Other arguments deal with constitutional issues. Federalization would be unconstitutional. Moreover, the constitution may only be revised through a referendum in which a majority of the citizens of the Republic of Moldova would participate. Finally, we believe that the attempt to push through the federalization plan in the current context is likely to destabilize the situation, possibly to a level unprecedented in the history of post-Soviet Moldova.

And now let us see how justified from the point of view of morality, is the right of Nazaria to label with grave accusations the persons that his master wants. About the crippled morality of Nazaria we could write entire treatises, not merely a newspaper article. But would it be worth it? Let us follow a small episode from the life of the bearer of a crippled morality – S. Nazaria. The teaching cadres engaged in the receiving of the exams for admission to the institutions of higher learning from the former USSR, at the beginning of the ‘80’s of the 20th century, were subjected to instructions with strictly confidential recommendations concerning the artificial diminishing of the grades of the admission exam of the applicants of Judaic origin. There was a policy of crass discrimination which had only one motivation – useless expenses paid by the Soviet state as a consequence of the Jewish specialists, who were subsequently immigrating en masse to the West and Israel, but not a justification, because hundreds of applicants were traumatized through their deprivation of a chance for university studies in a discriminatory manner. Nazaria, profiting from the respective invitation, demonstrated an excess of zeal. He allowed himself to make fun publicly, at his practical classes, of the Jewish people. His statements were so obscene that we consider ourselves obliged to renounce to reproduce them. Among his students were also individuals of the Jewish ethnicity, who submitted a complaint to the rector. There was a big scandal. The molesting of a female student and the crass manifestations of anti-Semitism were the cause for the exclusion of the “lecturer” S. Nazaria from the higher education system of the Moldovan SSR. It would appear that this was the only case in our history when a teacher was penalized so drastically for such disgusting behavior. This is the true face of the teacher of morality.
A true sample of the recidivism of cave anti-Semitism of S. Nazaria is the cover of the volume of his course of lessons for the history of international relations, a copy of which we are including in this newspaper page. In this case, Nazaria gave proof of a cynicism without margins when he placed the Star of David with six corners, which symbolized in the respective period the awful tragedy of the Jewish people, together with the Nazi swastika. This constitutes the profaning of the memory of millions of Jews, innocent victims of the policy of mass extermination promoted by the Nazis, who, with the threat of death (hanging over their heads – translator’s note), were obliged to put on their chest the Star of David, in order to be more easily identified, arrested and deported to the concentration camps, from which the overwhelming majority had no way to return.
During a large part of his life, S. Nazaria tried to construct and to affirm some false things which had at their basis hate, contempt and lies, but the wrong things that have been done will sooner or later turn against those who had the wrong thoughts.

One of the issues that has been avoided in the Western analysis of the characteristics of the ruling Smirnov regime in the break-away Moldovan region of Transnistria east of the Dniester River has been the actual official anti-Semitism of the regime. There is a convergence of evidence that supports the view that we are actually dealing with state-sponsored anti-Semitism. First of all, the opinion polls suggest that a large proportion of the Transnistrian population, and particularly the members of the groups that are the most exposed to the propaganda of the Smirnov regime, namely ethnic Russians and Ukrainians, are likely to believe that the new rich in Moldova are Jews and Western citizens. In addition, the Smirnov regime in power in the Transnistrian capital of Tiraspol has discredited at least one of its political opponents, Tom Zenovich, by spreading the (false) rumor that he is Jewish. Moreover, Smirnov has met with numerous notorious anti-Semites such as Vladimir Zhirinovsky (who has endorsed his re-election efforts on Transnistrian television) and General Albert Mashakov. While the evidence presented below need not be seen as the final word on the matter, neither the issue nor the evidence should be swept under the rug, particularly since much of it can not be presented below for the simple reason that, even though quite real, it can not be located again very easily.
In an opinion poll conducted in 1998 by Pal Kolsto et al, the inhabitants of Moldova (including Transnistria) were asked, among other questions, "Whom do you consider to be among the new rich in Moldova ?" Some inhabitants answered "Jews" and others "Western Citizens". Among the right-wing Moldovans, 2.8% mentioned the Jews and 4.8% Western citizens, while among left-bank (Transnistrian) Moldovans, the figures were 10.6% and 17%. For ethnic Russians, the figures were 5.5% and 11.0% for the right bank and 15.6% and 12.3% for the left bank, while for Ukrainians, the figures were 5.5% and 7.7% for the right bank and 16.7% and 21.4% for the left bank. Therefore, more Transnistrian Russians thought that Jews benefitted from this more than the Moldovans (25.6% vs. 22.2%). The same was also true of the Transnistrian Moldovans (10.6% vs. 8.5%), while in the case of the Ukrainians, the figures were at a parity (16.7% and 16.7%). In the presidential campaign of 2001, the former mayor of Bender, who was running for the Transnistrian presidency, Tom Zenovich, was of Serbian descent. As one may see below even from the report of the British Helsinki Human Rights Group (BHHRG), which looks rather favorably on Transnistria and the Smirnov regime, Tom Zenovich was accused by the Smirnov regime of being Jewish.
The Transnistrian regime has also welcomed numerous anti-Semites, such as General Albert Mashakov, who has said " ''To the grave with all the Yids!'' (see http://store.yahoo.com/netanyahu/anwesig.html ), which did not prevent his welcoming by Smirnov. According to another source, we learn that "Last month, Mashakov met in Moscow with the Ku Klux Klan's David Duke, to discuss "the new world order being orchestrated by the Jews," as an announcement they released put it." (see http://www.fsumonitor.com/stories/112599rnws.shtml ). Another person who has been welcomed by Smirnov has been Vladimir Zhirinovsky. It is interesting to note that 41% of the 14th Army, stationed in Transnistria, voted for Zhirinovsky in 1993 (see the RFERL report that appears below, also available at http://groups.google.com/groups?q=Transdniester+Zhirinovsky&hl=en&lr=&ie=UTF-8&oe=UTF-8&selm=2rdhok%24kf0%40elroy.jpl.nasa.gov&rnum=6 ). Before the 1996 presidential elections in Transnistria,
Zhirinovsky appeared on Transnistrian television, calling on the electorate to vote for Smirnov. One could go on and on.
It was my hope that others would take a stand against the state-sponsored anti-Semitism of the Transnistrian regime and against its apologists, but this has not materialized notwithstanding my efforts to elicit a reaction in the past.
At any rate, I do not believe that the authoritarian nature of the Smirnov regime (see the current Freedom House Report on Transnistria at http://freedomhouse.org/research/freeworld/2003/countryratings/moldova-transnistria.htm ), its violation of the rights of ethnic Moldovans/Romanians in Transnistria (see http://www.republicamoldova.org/index.html , then click on the link "Texts in English" , then on the link
Unworthy partner: the schools issue as an example of human rights abuses in Transdniestria ) or its anti-Semitism and anti-Gypsy line are reasons that justify apologetic statements toward the regime intended to whitewash its image, or for burying inconvenient facts.
Below my signature, one may see a typical example of propaganda of the Transnistrian regime, which appears on the website of the official press agency, and which includes some anti-Semitic propaganda. "When the newspaper “Glas Naroda” started relating about the unification with Moldova, Dniestrians started guessing who could have bribed the patriotic and even people’s-power newspaper, and with what currency: in Moldavian leys or Israeli shekels."
Anti-Semitism, of course, also exists in the non-Transnistrian parts of Moldova. Its greater spread among ethnic Russians and Russian-speaking Ukrainians, shown in the opinion poll of Pal Kolsto cited above goes hand in hand with the fact that it is precisely the pro-Kremlin, mostly Russian-speaking hardliner faction of the Moldovan Communist Party that subscribes to hard-core anti-Semitism. Yet this subject would have to be explored separately.

BETWEEN TWO BANKS OF THE DNIESTER.
If we believe Charles Darwin, in result of evolution the monkey’s tail fell off because no longer needed, and Homo Sapiens.
Certain thinking human beings still continue their evolutionary way of development. Tails do not grow for them, but essential features in process of adaptation to conditions of political environment became changing. Let’s take for example certain individuals who are hanging over near the newspaper “Glas Naroda”. Their way of development was complicated: from decisive republicans to accomplices of the president of the neighboring state – mister-comrade V. Voronin.
In process of evolution, they have changed their political color, there were noticed psychiatric disorder in form of loss of historical memory. They started forgetting their martyred compatriots, who had given their lives for their native land, they started badly orienting in space, became totally involved, where there was the left or the right bank, they do not know, where their capital is: in Tiraspol or in Kishinev. In short, all features of political degradation are evident.
The newspaper “Glas Naroda” keeps silence about evolution of the struggler for people’s power and social justice, of a ‘finished’ republican Nikolay Buchatski. One says that he also did not avoid this awful disease of evolutionary re-birth.
Do you know what a guy he was! He said, “Let’s go!” And Tiraspol home guardsmen moved to the village Koshnitsa to stand to death, and they stood! And Nikolay Buchatski also dug up a little trench for himself, and laid down there.
The war was over, N.Buchatski was pleased with himself, and Dniestrians also appreciated him.
We remember, N.Buchatski, making a speech at one electoral meeting, being a candidate for Tiraspol city council deputy, he stroke his opponent by a question: “Dear candidate, who impeded you digging up a trench near me in 1992 and stand courageously like me?”
Years passed. During that time N.Buchatski won the elections having become the Tiraspol city council deputy, and also managed to sit in the Council chairman armchair for the fixed term.
These years, evolutionary processes have started slowly passing in soul and body of N.Buchatski. Having received authority from a certain part of Tiraspol electors, he thought that he deserved expressing will of the whole Dniestrian people. Once he gave a sincere interview to a correspondent of the Moldavian People’s Front information agency “Flux”, where he said that people of the Left and Right banks of the Dniester are sick and tired of living separately, are ready to get united, and only authorities of Kishinev and Tiraspol are against it.
“Olvia-press” issued that quotation from the “Flux”. N.Buchatski came to the information agency. You can’t even imagine how furious he was!
Firstly he was beating with his fist at the table, and then at his chest, proving that he had even no minds to say something like that. Sure, he was cunning!
Now he expresses these words and ideas in different ways in the official newspaper of the state that committed bloody massacre in Dniestria in 1992. But N.Buchatski did not fell down to betrayal at once (a remark in parentheses: under the word ‘betrayal’ I mean political evolution, change of political views).
Together with the Supreme Council deputy A.Radchenko, N.Buchatski decided to exercise in demagogy. Two highly-paid representatives of people’s power decided to astonish everyone: they claimed for giving the whole power to people and establish social justice. And in order to realize their cherished dream of giving deputy authority and of wages to the favorite people, they established the movement “Power to people. For social justice”. The leaders did not deny deputy authority, and did not share their high wages with people’s masses.
That time evolution was smoldering in their hearts, because they were not finished (I mean: not finally formed). As scientists assert, changes of natural and political environment influence upon evolutionary processes. But the environment has changed. And the evolutionaries felt that Communists of post-ice-age and post-perestroika period may have come to power in Moldova. Their leader and teacher, Mr. V. Voronin promised plenty. He promised a status to Dniestria, and not in far future but literary in few days. Soon A.Radchenko became a friend of the Communist leader.
When the newspaper “Glas Naroda” started relating about the unification with Moldova, Dniestrians started guessing who could have bribed the patriotic and even people’s-power newspaper, and with what currency: in Moldavian leys or Israeli shekels. Everyone knows that the only wage of Radchenko is not enough to issue a newspaper.
One says, that as soon as A.Radchenko made a declaration of love to V.Voronin, an inscription appeared on the pages of “Glas Naroda”: “After having read, do not use it as toilet-paper but give it to someone else”.
But the Communists won the parliamentary elections. V.Voronin became the President. Under influence of the changed political situation, mimicries of N.Buchatski began: re-coloration under the Tricolor. That process was difficult. It is really SOMETHING: to change one’s color so suddenly. Don’t forget that N.Buchatski was a home guardsmen, there was even a case when he had been targeting at either chest or head of a Moldavian special police fighter. (He gave detailed description of that in the newspaper ‘Nezavisimaia Moldova’). But then N.Buchatski was seized by the syndrome of Rodion Raskolnikov (The hero of Fiodor Dostoevski’s novel ‘The Crime and the Punishment’ – note of the translator). N.Buchatski was repenting, being passionate and inspired. His repenting was published also in ‘Nezavisimaia Moldova’. The author of repenting articles non-purposely give himself totally away. The conclusion is evident: the former Dniestrian home guardsman wants the authority of power to notice him, and maybe to keep a ‘warm’ place for him. Otherwise, why need so many stories that he is not a Dniestrian but from Kriulyany (a Moldavian village on the Right Bank – note of the translator), that he is not only a Tiraspol citizen but also a Kishinev one.
To please the Moldavian ‘Parteigenosse’ V.Voronin, N.Buchatski burst out criticizing our President I.Smirnov: How I.Smirnov dared to demand V.Voronin apologize for the aggression of 1992 – V.Voronin is not to blame, his hands are clean! And since M.Snegur (the first president of Moldova in 1991-1996 – note of the translator) is not at power now, there is no one to apologize.
I’d like to explain to the evolutionary N.Buchatski as well as to A.Radchenko that I.Smirnov demanded apology not from an ordinary citizen of the Republic of Moldova Vladimir Voronin but from the head of the state.
He is the only one that may and should apologize for so much grief and suffering inflicted to the people of Dniestria; apologize on behalf of the whole people and of political authority, which was in 1992 and the one that is now. Hundreds of martyrs, thousands of wounded, tens of thousands of refugees, atrocities were committed: tortures, premeditated murders of peaceful people, robberies were committed, huge material damage was made. A spiritual wound was inflicted to the people of Dniestria, and there is no term of remoteness to heal it.
We, Dniestrians, and our President expected that the present authority of the Republic of Moldova, headed by its president, would condemn the act of aggression against Dniestria as an inhuman, cruel, and criminal act. We expected an objective appreciation of the events of 1992 as a lesson for future generations, for them to remember everything: one cannot make the people live by laws of the alien state.
The war of 1992 for a sacred war for Dniestria just as the Great Patriotic war of 1941-1945 for all peoples of the Soviet Union.
There is established world practice, when the leader apologizes on behalf of its people or organization he heads.
The Roman Pope apologized before the people of the world for crimes against the humanity committed by the Catholic inquisition as far as in the Middle Ages.
This repenting was made in order to calm down the feeling of fault of the Catholic Christians and to prevent such horrifying crimes. Mind that this repenting was unilateral.
Another example. The Chancellor of Germany, whose hands were cleaner than those of V.Voronin, apologized on behalf of himself and of the German people for atrocities committed by the German Nazi in 1933-1945.
Why on behalf of the people? The leader, the head of an organization, the president hold responsibility for their people and parish, but the people are also responsible for their leader, maybe not in penal but moral sense. Mind that the leader is not able to organize military attack or genocide without mass support. There is a statement: “The people are worth their leader”.
It’s undoubted that the people of the Republic of Moldova has what to repent for. And the present president must do it on behalf of the people. The hands of V.Voronin cannot be called sterile. We do not remember his appeals for stopping bloodshed on the Dniester. Of course, in 1992, the people of Moldova was not a unite bloody mass; someone was involved in the war against his will.
Moldavian volunteers deliberately went to fight against their people. One may assume that the special police fighters misunderstood their duty and devotion to the oath. They did not give the oath to fight against their own people, to murder the peaceful population. Their responsibility was to defend civil population from criminals.
The people of Moldova who were involved in the massacre have the feeling of repent, living in remote towns of Nisporeny, Kagul, Kishinev, and in Beltsy. The medal of Dniester-atrocity participant do not heal their souls.
Mutual repenting is inappropriate. Dniestrians do not have what to repent for. They were defending their parents’ house, their families, and their people.
Only certain persons unilaterally beg pardon from the aggressor, are hypocritical before them. When you read memoirs of the former home-guardsmen, you are astonished: how can one fall down so that to betray memory of those who were murdered in the next trench.
Here is what the former home-guardsman tells about his pitiful attitude towards the aggressor: he targets the chest but feels pity, he targets the head but again feels pity. Then he imagined the stooped father of the special policeman, who would have to go to the morgue for recognizing, and decided: let him live. The bullet shot by our hero, may have flown up in the sky. The survived policeman felt no pity, and murdered our guardsman.
Such an idiot pacifism! Or maybe it’s another thing, more shaming – cowardliness. Let N.Buchatski appreciate himself regarding that. The people was standing behind him, waiting for defense but not for reflections.
Ten years passed, and the evolutionary N.Buchatski çàäíèì ÷èñëîì presents his ìàëîäóøèå as courageous act. Here are óãîäíè÷åñêèå articles which N.Buchatski writes: “Could we have believed that in terrible 1992 far-seeing binnacles would watch every tree and house, which keep warmth of my father’s hands. And the son of my teacher Evghenia Pavlovna – Vova Boyarnitski – who was the deputy chief of police department of the town Drokia in 1992, died having been blown up on a mine. And that very mountain, from which we were admiring our native land, became the place of one of the most bloody battles in one of the most íåëåïåéøèõ wars”.
What a sentimentality! Vova Boyarnitski had come riding a stick! The chief of the special police units came to the edge of battle to murder Dniestrians. And do not bewilder readers by saying that the mountain in Kriulyany was the center of the cruel war. There were no defenders of Dniestria in Kriulyany. Our positions were being shot from Kriulyany mountain. Mines and shells were flying up from near the house of N.Buchatski. They were flying to the Dniestrian positions. Why mix up the divine gift with an omelet?
What made N.Buchatski beg Kishinev so humbly? Can this man be really led by small self-interest? Maybe he wants to receive a free-of-charge plate of porridge from V.Voronin?
It’s hard to answer these questions.
N.Buchatski wrote many fables about robbing of Dniestria; at first sight they seem real. Here is one of them:
“Persons who were the most close (to the Dniestrian authority – note of the translator) took huge credits in the Dniestrian bank under ridiculous. For example, they were buying a wagon of vodka and taking it to some stockpile. And inflation was galloping. A year later they were selling a box of vodka from that very wagon. Money they gained was enough to pay the credit and interests. Then they were taking a new credit”. Any seller of goods can reject that fairy tale, who was trading during the period of inflation.
All creditors, bankers, wholesale sellers, and buyers were correlating (and do it still) the Dniestrian ruble exchange rate with that of a converted currency (e.g. with the US Dollar). No matter how the ruble, or ley (Moldavian currency), or grivna (Ukrainian) galloped, the price of vodka (in USD) has been nearly the same.
Now about ‘ridiculous’ interests for credits. As we know, the Dniestrian Republican bank (DRB) started being created from minimal financial resources. If banking interests were really ridiculous, he would become bankrupt soon. But it did not happen. On the contrary, the bank got so strong that it plans to hold long-term crediting.
Now about returning credits. Those who faced problems of crediting, know very well that in case of inflation there is indexing of debts. And the former city council chairman knows it pretty well, anyway he should know it. For example, if you take a ruble, a year later it grew into a million, so the debt will also be a million plus the interests. And vodka would get more expensive for a million times. So N.Buchatski is lucky not to have bought a wagon of vodka, otherwise he would have become a bankrupt.
A.Radchenko and N.Buchatski pompously call themselves leaders of the people’s opposition. The circle of that opposition is small. In the Supreme Council, there number reduced for 5 times, as well as in the city council, in other cities and districts they are not numerous, too. So it’s not ‘people’s’ at all, but just an opposition within a group of the population who consist a quite little minority.
We could understand the opposition, who offer their plan of political and economic enforcement of their ‘native state’ – the Dniester Moldavian Republic.
The people’s-power party benefactors claim for ceding of our Republic to Moldova, to liquidate our ethnic and linguistic equality, to put the two-billion (in USD) debt of Moldova on many generations of Dniestrians, to cancel the Constitution for which the people voted. How can we call these opposition? We do not call you betrayers – you will sew us, no other word can be used.
For example, at war time these people would be shot for such a propaganda directed at liquidation of their own state. At peaceful time we can just wish A.Radchenko and N.Buchatski settle down nearer to V.Voronin, to learn the state Romanian language successfully, to taste the good of democracy there. How long can you rush between the two banks? Move there!
But please do not call us, Dniestrians, to follow us. Somehow we’ll survive without you.

109. Heavy weapons were removed on time, at the end of 2001. Men and munitions remain. Admittedly, the
Russian troops stationed in Transnistria (belonging to the “Russian Forces Operational Group”) have been reduced.
But they still number 2,600 men. And the quantity of arms and munitions is still some 43,000 tonnes. Certain
recent incidents (refusal by the Tiraspol authorities to allow through arms evacuation convoys; appropriation by
Transnistria of some 5,000 hectares of Moldovan land) make demilitarisation increasingly unlikely. Especially since
Smirnov, the self-proclaimed president of Transnistria puts a value of 2 billion USD on compensation and Moscow
puts the cost of destroying and withdrawing armaments at 40 million USD.
110. In addition to the stocks of weapons inherited from the Russian 14th Army, there are weapons retrieved
from the former Soviet countries (Poland, Hungary, Czechoslovakia, etc) and those which continue to be
manufactured in massive numbers in Transnistria. The PRIBOR factory at Bender, for example, produces
conventional anti-tank weapons, grenade-launchers, etc. Igor Smirnov appears to own a number of arms factories.
His son Vladimir runs SHERIF, the only company authorised to trade abroad, said to have an annual turnover of 4
billion USD. At the same time, he is “director” of the Customs Service. The regime appears to be completely
corrupt.
111. The weapons stockpile is the largest in Europe (excepting Russia). Some sites are known (Cobasna),
others have reportedly been identified (the Ottoman fortress in the centre of Bender or Tiraspol airport). There are
conventional arms, but also nuclear (missile warheads) and chemical weapons. Transnistria is a powder keg.
112. Transnistria has become a centre for all kinds of trafficking, but especially arms trafficking. Ukraine and
Romania are concerned by this problem. The traffic between Tiraspol and Odessa is estimated at 2 billion USD per
year. It supplies the regional conflicts in the Caucasus (Chechnya, Abkhazia, Nagorno-Karabakh) and Africa. The
customers are, of course, Hamas, Hezbollah and Al Q’aida. Customs control is obviously a problem for Europe and
the whole world.

The minimalization of the Nazi Holocaust by Sergiu Nazaria et al.,
Moldovan Pro-Communist History textbook authors, is a genuine problem which
will be discussed below. The actual title of this new book is Sergiu Nazaria,
Alexandru Roman, Mihai Sprinceana, Ludmila Barbus, Sergiu Albu-Machedon,
Anton Dumbrava, Istorie: Epoca Contemporana, Manual pentru clasa a IX-a
(which in English would be translated as "History: The Contemporary Period,
Textbook for the Ninth Grade") (Chisinau: Ministerul Educatiei si Tineretului
al Republicii Moldova, 2006) (translated to "Chisinau: The Ministry of Education
and Youth of the Republic of Moldova, 2006). The scanned title page, p. 1,

The Holocaust as a whole is not dealt with outside four pages (p. 142-145,
all of whom were scanned, and whose scanned text is cited below, with links), yet.
one can not say that the topic is not covered at length, but merely very inappropriately.
Let us first of all start with the major flaw in the treatment of the Holocaust in the
textbook, namely the treatment of the crimes committed by the German Nazis.
Under the picture from the upper right-hand corner of p. 145 (see the scanned page at http://forum.yam.ro/read.php?f=10&i=6327&t=6037 ), it is written that "Hundreds
of thousands of Jews were exterminated only in the Oswiecim [i.e., Auschwitz]
death camp." In fact, there were not merely hundreds of thousands of Jews killed
there, but about a million. Wikipedia indicates that over a million Jews died in
Auschwitz (see http://en.wikipedia.org/wiki/Auschwitz ).
The "dean" of Holocaust studies, Raul Hilberg, gave the figure of about
a million Jewish deaths at Auschwitz. Nowhere in the textbook of Nazaria et al.
is it indicated that the total number of Jewish victims of the Holocaust was 5-6
million, and nowhere are the gas chambers mentioned. The only quantitative
discussion of the death toll of World War II deals with the "27 million people"
(p. 56), the 27 million Soviet citizens who died during the war. Is this not a
continuation of similar Soviet-era practices, except for the fact that the number
of 27 million figure was not public then)?
In an additional distortion of the historical record, the historian I. Levit is
cited as stating that "However, as we know, Germany was engaged in pressuring
its other allies, ... with all these [pressures], in these countries, the Jews were not subjected to the genocide (p. 144 - see http://forum.yam.ro/read.php?f=10&i=6326&t=6037 ). This is actually true only in the case of a World War ally
of Germany, Finland, so the plural ("countries") distorts the historical record. Levit continues, "Even Mussolini rejected the demand of the German Fuhrer to send
the Italian Jews to their deaths (p. 144 - see http://forum.yam.ro/read.php?f=10&i=6326&t=6037 ). This is false. In 1943-1945, Mussolini, as the leader of the
Salo Republic, permitted the deportations of the Italian Jews to Auschwitz. What one
gets from the textbook is that Romania and France were the only allies/satellites of
Germany that had any role in the Holocaust. (In the case of Vichy France, see
the picture of p. 142. See http://forum.yam.ro/read.php?f=10&i=6324&t=6037 .) The role of
Hungary and Slovakia, Croatia and Bulgaria is not mentioned.
In addition, it is stated that 500,000 Jews from the Moldovan Soviet
Socialist Republic / the future Republic of Moldova were exterminated by the
Romanian and German authorities. They write that 'Overall, in the years of the
fascist occupation of our republic, "the Romanian and German liberators"
exterminated around 500,000 citizens of Jewish origin".(see p. 143 - see http://forum.yam.ro/read.php?f=10&i=6325&t=6037 ). In fact, the territory of
present-day Moldova did not even have half as many Jewish inhabitants
originally, but only 206,958 Jews in 1930. The authors implicitly accept the
view that this number was accurate by citing the official statistics of the 1930
census (see p. 30).
Of course, between 280,000 and 380,000 Jews died in the
Holocaust in the territory controlled by Romania, a significant majority of whom
were killed by the Romanian authorities or by the Ukrainian auxiliary
militias under Romanian control, in Bessarabia, Transnistria, Bukovina and

The reason why the 500,000 figure is used is to suggest, as gas chamber deniers and
revisionists do, that many of the Jews who were supposed to have been sent to
Auschwitz and the other death camps with gas chambers instead arrived in ex-Soviet
Eastern Europe, where thy died, allegedly mostly not due to the German authorities,
but due to non-German Axis allies and auxilliaries. Views such as these are endorsed
not merely by neo-Nazis, anti-Semites, non-ermpirical pro-Germans, etc., but also by
a few anti-Semitic ex-Soviet Communists, mainly in Russia. The widespread
anti-Semitism found among Russian and Moldovan Communists (see
http://groups.yahoo.com/group/Jewish_World/message/3618 , which also appears
below, as the second text below my signature) helps explain why they are tolerated
among the Communists.
There are also other misleading elements in the textbook on this topic.
The Jewish women with their children in the last moments of their lives are shown
in the picture in the left-hand center part of p. 144 (see http://forum.yam.ro/read.php?f=10&i=6326&t=6037 ). It is implied, even though it is not stated, that this
thing was happening in Transnistria. It was actually happening in the the German
death camps with gas chambers in Poland.
Why have things turned out this way? A possible reason is the
anti-Semitism of Nazaria. See the text “The Anti-Semite and Xenophobe Nazaria,
Disgusting Defender of the Plagiarism of Stepaniuc", which appears at http://www.flux.md/news/modb2.php?action=show&idu=12721&cat=Editia%20de%20Vineri&rub=Investigatii , and is translated by me from Romanian, and which I
have placed below my signature. Another reason, perhaps an even more important
one, is the anti-Romanianism of the ruling Party of Communists of the Republic
of Moldova and of the main author personally. Nazaria. Ethnic Romanians with a
"Moldovan" identity (the majority) and/or with a "Romanian" one form a majority
of the population of the Republic of Moldova. The Communists are promoting
the "Moldovan" identity and trying to discourage the "Romanian" one by all kinds of
means, including by distorting the historical record. Nazaria and his co-authors
have not only minimized Stalinist crimes because of their pro-Communist
attitudes, but also German Nazi crimes. In this way, there is a convergence
between what appears in the "integrated history" textbooks introduced by the
Moldovan Communists and the websites of the Holocaust deniers, who are
denying the existence of the gas chambers and who do not believe that 5-6
million Jews died during the Holocaust.
Nazaria also does not even mention the Nazi German Holocaust against the
Roma (Gypsies), the Porrajmos. I will discuss this issue at greater length in a
subsequent text. What matters is that these kinds of distortions should
no longer be taught in schools.
I would be glad to send any interested parties JPEG or doc documents
containing the four pages dealing with the Holocaust, the title page, as well
as eight other pages that I have scanned. In the future, I could send out more
pages, but only after I will scan them. University scanning machines do not always
work, and are sometimes used by others. I will scan additional pages only if there is
a sufficient level of interest and demand for them.
What matters is that these kinds of distortions should no longer be taught in
Moldovan schools.

… And now let us see how justified from the point of view of morality, is the right of Nazaria to label with grave accusations the persons that his master wants. About the crippled morality of Nazaria we could write entire treatises, not merely a newspaper article. But would it be worth it? Let us follow a small episode from the life of the bearer of a crippled morality – S. Nazaria. The teaching cadres engaged in the receiving of the exams for admission to the institutions of higher learning from the former USSR, at the beginning of the ‘80’s of the 20th century, were subjected to instructions with strictly confidential recommendations concerning the artificial diminishing of the grades of the admission exam of the applicants of Judaic origin. There was a policy of crass discrimination which had only one motivation – useless expenses paid by the Soviet state as a consequence of the Jewish specialists, who were subsequently immigrating en masse to the West and Israel, but not a justification, because hundreds of applicants were traumatized through their deprivation of a chance for university studies in a discriminatory manner. Nazaria, profiting from the respective invitation, demonstrated an excess of zeal. He allowed himself to make fun publicly, at his practical classes, of the Jewish people. His statements were so obscene that we consider ourselves obliged to renounce to reproduce them. Among his students were also individuals of the Jewish ethnicity, who submitted a complaint to the rector. There was a big scandal. The molesting of a female student and the crass manifestations of anti-Semitism were the cause for the exclusion of the “lecturer‿ S. Nazaria from the higher education system of the Moldovan SSR. It would appear that this was the only case in our history when a teacher was penalized so drastically for such disgusting behavior. This is the true face of the teacher of morality.
A true sample of the recidivism of cave anti-Semitism of S. Nazaria is the cover of the volume of his course of lessons for the history of international relations, a copy of which we are including in this newspaper page. In this case, Nazaria gave proof of a cynicism without margins when he placed the Star of David with six corners, which symbolized in the respective period the awful tragedy of the Jewish people, together with the Nazi swastika. This constitutes the profaning of the memory of millions of Jews, innocent victims of the policy of mass extermination promoted by the Nazis, who, with the threat of death (hanging over their heads – translator’s note), were obliged to put on their chest the Star of David, in order to be more easily identified, arrested and deported to the concentration camps, from which the overwhelming majority had no way to return.
During a large part of his life, S. Nazaria tried to construct and to affirm some false things which had at their basis hate, contempt and lies, but the wrong things that have been done will sooner or later turn against those who had the wrong thoughts.

In English, this is translated as "A regime of horrible terror was established in the country: 6 million Poles were killed, the wealth of the country was looted, but the resistance of the Poles did not stop for one moment." The distortions are the following: 1. 3 million of the 6 million dead citizens of interwar Poland were Jews killed during the Holocaust, half of the Jewish victims of the Shoah, which means that the tradition of Soviet textbooks of presenting the Jews who died in the Nazi Holocaust killed by the German authorities merely as citizens of their respective countries is still sporadically alive and well in the Moldovan textbooks, and 2. there is no mention of the Polish citizens killed by the Soviets included in this number, including those who were killed at Katyn. What else would you expect from Communists who present the Soviet Union in a positive light, and who minimize Stalin's crimes?. One sees "goodies" such as the fact that the Soviet Union allegedly "nu s-a implicat in actiunile de distrugere a Poloniei" ("was not implicated in the actions for the destruction of Poland") (also on p. 135).

Pressure from abroad will fail to influence the choice of the Belarusians, international observer from Moldova, director of the strategic analysis and forecasting center Sergei Nazarija said.
“I do not think pressure on any country, be it Moldova or Belarus, can radically shift the opinion of the electorate. Whatever it will be, I think the entire world should accept the choice of the Belarusians. We should respect it”, he said.
According to the observer, the election in Belarus is taking place in “the legal framework and in line with the Belarusian legislation”. The observer from Moldova pointed to no serious flaws in the election process. “The vote is undergoing in an appropriate atmosphere without any pressure on the electorate”, Sergei Nazarija said.
According to him, since March 14 when Sergei Nazarija arrived in Belarus, “there has been no straightforward campaigning for anyone of the Belarusian candidates on the TV”. The opponents had an opportunity to state their point of view and criticize the active head of state in the press."

This figure includes mostly pensioners and people who refuse current IDs on religious grounds, the latter of which also do not have a national personal identification number. On election day, voters in four polling stations in Chisinau will be marked on the centralized online electronic voter list as having voted to eliminate the possibility of multiple voting." So the OSCE has caught on to the Communist trick. It already knew it in 2005, but, for geopolitical reasons (the supposedly pro-Western line of Voronin) it called those who were making this public "crackpots". Now it will do exactly what the "crackpots" suggested in 2005. Voronin, who is bent on federalizing Moldova in a pro-Russian deal, has lost the geopolitically- based favor of the West. What else will he lose? Stay tuned.

OSCE/ODIHR mission reveals numerous instances of pressure on election candidates
The OSCE Office for Democratic Institutions and Human Rights (ODIHR) Election Observation Mission Election Observation Mission (EOM) has been receiving an increasing number of substantiated allegations of pressure and intimidation of candidates, mainly in the regions.
"Credible reports have been received and verified that implicate central and local authorities, as well as some members of the governing party, in putting pressure on registered candidates to withdraw", the Mission wrote in its Interim Report No. 2 covering the period of May 8-21, 2007.
The OSCE/ODIHR EOM admitted that despite numerous alleged election-related violations and irregularities, the number of complaints that have been formally filed with the election administration and courts is somewhat lower. Over fifty complaints have been received by the CEC thus far.
Media COVERAGE OF the campaign in the news has been affected by a restrictive legal provision, which is widely interpreted as prohibiting the coverage of campaign activities outside the debates and paid airtime. The activities of State officials outside the campaign context have received extensive coverage, particularly on publicly-funded Moldova 1. Some private broadcasters have adopted a similar pattern in their news coverage, while others have been more balanced and at times more critical.
The EOM remarked that according to the Ministry of Information Development, out of 2,447,715 citizens eligible to vote in the upcoming elections, 453,500 citizens (including those residing in Transnistria) hold either old Soviet Union passports or temporary IDs (the so-called "Form 9") instead of Moldovan identity cards. This figure includes mostly pensioners and people who refuse current IDs on religious grounds, the latter of which also do not have a national personal identification number.
In reconsideration, the CEC has informed the OSCE/ODIHR EOM that it now intends to carry out a limited electronic voter list pilot project. On election day, voters in four polling stations in Chisinau will be marked on the centralized online electronic voter list as having voted to eliminate the possibility of multiple voting.
During the reporting period, the OSCE/ODIHR EOM continued its regular activities, meeting with state officials, diplomatic missions, party representatives, candidates, the election administration, court officials, media representatives and representatives of civil society. A briefing was arranged for the President of the OSCE Parliamentary Assembly, Göran Lennmarker, during his recent visit to Moldova.

In calitate de luptator inflacarat in cadrul Comitetului Helsinki pentru Drepturile Omului din Moldova a pledat pentru apararea drepturilor minoritatilor sexuale si considera ca legalizarea homosexualismului ar ajuta Republica Moldova sa se integreze in UE.
- Este un tip santajabil datorita inclinatiilor spre homosexualism pe care, in Moldova si le manifesta tacit. Stafful electoral al Partidului Comunistilor are, insa, in posesie o caseta video din perioada cand Dorin isi facea studiile in Franta, caseta care poate servi ca dovada ca este homosexual pasiv. Existenta acestei casete l-a determinat pe Dorin Chirtoaca sa-si tempereze mesajul anti-Iordan (candidat comunist pentru Primaria capitalei).

- Fost lider al komsomolului. Este noul personaj din viata politica din R.Moldova pe care mizeaza Moscova. Este un apropiat al ofiterului MGB de la Tiraspol, Dmitrii Soin, care este cautat de Interpol pentru 26 de asasinate in R.Moldova si Ucraina:

- In campania electorala, Dumitru Braghis nu a avut un contact direct cu Dmitrii Soin, omul de legatura de la Chisinau fiind un oarecare Nikolai Androni. Campania sa electorala a fost finantata de la Moscova prin intermediul regimului separatist. De distribuirea banilor s-a ocupat nemijlocit Vitali Andrievski de la Tiraspol - persoana cu relatii in serviciile secrete rusesti.

In 1998 a fost sef al Departamentului Privatizarii, iar in 1999 - ministru de stat in Guvernul Sturza. In aceasta perioada a fost subiectul mai multor scandaluri legate de vanzarea avioanelor civile, privatizarea unor fabrici de vinuri din Rusia, trafic de tigari in Romania etc. A fost acuzat ca ar fi favorizat contra unor sume de bani considerabile mai multe persoane si agenti economici la privatizarea patrimoniului statului. A fost implicat intr-un scandal de proportii cu contrabanda de tigari din RM in Romania . A musamalizat acest scandal cu bani grei. In campania electorala din 2001 a fost seful staff-ului electoral al Partidului Democrat si unul din sponsorii principali. Conform datelor oficiale, a contribuit cu 37 mii de lei la campania electorala a PD. Desi figureaza ca director al firmei “Dosoftei SA” din Romania, se stie ca, impreuna cu fratele sau, controleaza si societatea de asigurari “Artas” din Chisinau. Este proprietarul unui imobil, renovat cu spatii moderne pentru oficii, situat la intersectia bd. Stefan cel Mare si Izmail.

Dear Sir,
My name is Ionas Aurelian Rus. I am a graduate student (ABD) in the Department of Political Science at Rutgers, New Brunswick (see http://polisci.rutgers.edu/info/gradprog/gradstus.html ). I am also the President of the European Studies Graduate Student Association (ESGSA) (see http://crcees.rutgers.edu/conf2001/ and http://GSA/groups.html ). This is apparently the only organization of its kind in the country whose citizens both of us are, the United States.
I would like to take this opportunity to express my concern and disapproval concerning the recent attempts by the Communist-controlled government and the Communist-dominated legislature to change the policy on the public use of languages in the Republic of Moldova. Moreover, there is a need to intervene in order to minimize the danger of gross violations of the freedom of assembly and association in Moldova. I shall elaborate on all of these issues below.
According to the mission statement of the OSCE mission in Moldova ( http://www.osce.org/moldova/mandate/ ), it is the responsibility of your mission to "investigate specific incidents and assess their political implications ... provide advice and expertise on human and minority rights, democratic transformation", etc. I believe that the OSCE Mission in Moldova has the right, and indeed the duty, to express its concerns to the Moldovan government and to recommend a return to status quo ante.
I am sure that you are aware that a recent decision of the Minister of Education of the Republic of Moldova, Mr. Ilie Vancea, has been hotly contested. The minister had decided to make the study of the Russian language mandatory (between the second and the tenth grade) in schools where the main language of instruction is not Russian. This provision applies overwhelmingly to Romanian language schools. This decision is unconstitutional, and it violates the Law of Education of 1995.
Another hotly contested measure is the submission to the Constitutional Court of the Republic of Moldova by the Communist members of the legislature, under the leadership of Victor Stepaniuc (Stepaniuk) of the text of a proposed amendment to the constitution of the Republic of Moldova. According to this proposed amendment, Russian
would become the second official language of the Republic of Moldova.
Both of these positions are unpopular in the country as a whole. According to an opinion poll conducted in November 2001, both of these measures are disapproved by 58% of the population. The former is supported by only 35%, and the latter by 33% (see http://www.ipp.md/publications/prezentare/en.html in English, and, for more details, the link "Barometer of Public Opinion 2001 – Final report.ppt (1543 Kb)" at the same website, p. 68-71, in Romanian). According to another opinion poll conducted earlier in the year, the percentage of individuals who were in favor of an official status for the Russian language was 38%. This number includes 26.3% among ethnic Moldovans/Romanians (see
http://www.ist.md/index.asp?doc=1_3&doctree=1_3_7_2_4 ), as opposed to
19% in November.
This apparent decrease in Moldovan/Romanian support for the policy might be a sign of increasing ethnic polarization on this issue and in general. An even better example is the increase in the proportion of the members of the ethnic minorities, and particularly of the Russian-speaking inhabitants, whose views are moving in the other direction. The proportion of inhabitants who believe that Russian should become a second official language has increased from 52.7% to 71% among ethnic Russians.
The increasing polarization on the linguistic issue over time (which is further documented below) has been caused by the propaganda of left-wing political forces. In 1994, this was done primarily by the Socialist Party and "Unitate-Edinstvo" Movement Bloc, which obtained 22% of the votes in the national elections. Between 1995 and 2002, the group that has been mainly responsible for this has been the Party of Communists in the Republic of Moldova. The electoral performance of this political group has improved from 15.74% of the vote in the local elections of 1995 to 50.07% of the vote in the national elections in 2001, that is, 33.40% of the individuals with the right to vote (see http://www.ifes.md/elections/electionresults). These groups, as well as a few parties that obtained very few votes, have promised to give Russian the status of an official language. Yet this topic has moved increasingly toward the back of the Communist programmes, and has been de-emphasized, as the Communists have increasingly obtained support from individuals who do not favor this position.
Moreover, the support for the new proposed Communist linguistic policies has been in some ways "soft". The proportion of the Romanian population that has been against mandatory education in Russian for Moldovans has not changed substantially (74% in 1992 and 69% in November 2001). By contrast, the proportion of the members of the Ukrainian minority that favor this has increased dramatically. Whereas only 19.5% of the ethnic Ukrainians believed that everyone should be taught Russian in 1992, the proportion in 2001 was 53% (the questions were not fully identical). Among ethnic Russians, the percentage has increased from 20.1% to 65%.
Of course, when different, but related, questions were asked in 1992, the proportions were different, which indicates the existence of certain complexities and ambiguities. The affirmative response to the question "Romanian Language should be required for minorities" was 80% among Moldovans, 43.2% among Ukrainians and 50.3% among Russians. In the case of the question, "Each group should be required to learn only its own language", the proportions were 13.1% among Moldovans, 37.4% among Ukrainians and 27.2% among Russians. It would be false to claim that a majority of the members of the national minorities disapproved of the linguistic policies of the Moldovan government in 1992.
The bottom line is that the uncompromising attitude of the non-Romanian population has not been a constant since 1989-1991. Instead, it has increased because it has been fostered by the various political forces that have been mentioned above for both ideological and electoral reasons. I do not believe that this kind of politics should be rewarded through by overruling a clear majority that approves the status quo rather than the plans of the Communists.
For the results of the very informative and methodologically sound 1992 survey conducted by Professor William Crowther of the University of North Carolina at Greensboro, whose data I have used above, one should consult his various published scholarly articles and manuscripts. The data presented above is from William Crowther, "Nationalism and Political Transformation in Moldova", in Donald L. Dyer (ed.), STUDIES IN MOLDOVAN: THE HISTORY, CULTURE, LANGUAGE AND CONTEMPORARY POLITICS OF THE PEOPLE OF MOLDOVA, (East European Monographs, Boulder, 1996).
What explains the relative softness and lack of consistency of the opinions of the members of the national minorities. First of all, Russian is a quasi-official language according to the constitution and various statutes, a language of interethnic communication, a kind of associate official language. Moreover, until now, Russian has been mandatory in the predominantly non-Russian language schools between the grades five and nine, for five years. This is the same number of years in which the English-speaking inhabitants of Anglophone Ontario, a province of officially bilingual Canada, study French.
Among ethnic Moldovans/Romanians, who represent more than 70% of the population in the areas controlled by the Chisinau government, the support for the status quo has been constant in surveys (see above), and has manifested itself through massive protests. At any rate, the supporters of the efforts to make and keep Romanian as the sole official language have included a large number of committed individuals. An estimated one million individuals assembled in Chisinau participated in a rally in late August 1989 in favor of making Romanian the official language in the republic. Thousands of individuals have participated in street demonstrations and rallies since January 9, 2002 against the changes pushed by the Communists.
By Thursday, January 17, 1:47 AM EST, over 26,000 plus 5,517 individuals have signed the text of two petitions, a regular and an inline one, against these policies. The former has been sponsored primarily by the Christian Democratic People's Party. The latter has been organized by the Civic Attitude Group ( see http://www.yam.ro/protest/ ). The author of these lines has signed the latter.
The complete lack of street demonstrations in favor of making Russian a second official language since 1990 is interesting. It is another indication of the fact that the supporters of this position are less likely to be committed to it than the supporters of the Romanian language. Of course, this is not to minimize the fact that an overwhelming majority of these individuals have voted for the Communists since 1998. They have done so due to their nostalgia for Soviet times, including, but not primarily focusing on, an affinity for the status of Russian as the dominant official language during the period before the emergence of Moldovan/Romanian as the official language in 1989.
Of course, this has been the pattern outside of the secessionist areas of the country. I am referring to Transnistria, the self-styled Dniester Moldovan Republic, the secessionist area in the eastern part of the country, and, during the early 1990's, to Gagauz-Yeri. One of the factors that has led to the secessionist movements was the change in the primary/dominant official language from Russian to Romanian, but this was not the main factor.
In both 1989 and 2002, the opponents of the Romanophone demonstrators have not been counter-demonstrators but rather the state apparatus. During the past few days, two of those who were spreading leaflets for the rally in Chisinau were arrested. Another one of them, a parliamentary deputy from the opposition Christian Democratic People's Party was threatened with a gun by a policeman. The demonstrators have been threatened with punishment for violations on technicalities such as demonstrating outside the area for which they had obtained the permit to rally. Appeal to the Representatives of Non-Governmental Organizations Whose Purpose is the Defense of Human Rights, Lawyers and the Mass Media!
On Sunday, 09/03/2006 (on the Day of the National Army), between the hours 10:00 [AM] and 12:00 [PM], the Hyde Park Association is inviting you to an act of protest in front of the Ministry of Defense in order to demand the end of the compulsory character of military service, in the Republic of Moldova, just like it was don a long time ago in all the European State, in order to bring the Moldovan troops from Iraq and Afghanistan, and for the retreat of the Russian occupation troops from the territory of the Republic of Moldova [from Transnistria – translator’s note]. On 15 December 2006 during a scientific meeting devoted to teaching history in the Republic of Moldova-Georg Eckert Institute of Braunschweig (Germany) issued a declaration which calls for reflection. The document begins with the idea that, in the process of drafting school textbooks on history, society and politicians in Moldova are deeply divided and that, after a debate acerbă and consultation with international bodies, the government decided to implement an integrated perspective, that history Moldova to be placed in a wider context, Europe. The Introduction of the Integrated History Course – An Unpopular Action
The results of the opinion poll conducted by the Center of Sociology of the Communities and Gender Studies (CSCSG), made public at the beginning of this weak, show clearly that there is nothing more false than the statement that the population of the Republic of Moldova supports the experiment of the authorities concerning the introduction in the schools of the integrated history textbooks. According to the CSCSG poll, 61% of the participants in the survey do not know anything about the conflict that appeared as a consequence of the introduction of the integrated history textbooks, while other 5% do not have an answer to this question. Accordingly, only 34 percent know how this conflict came about, out of which exactly half believes that there should be a return to the teaching of the History of the Romanians course in the schools, and a quarter pleads for the retention of the course, but not of the current textbooks, which treat the historical events from the positions of Soviet historiography. If we will make a calculation, we will note that only about 3% of the participants in the opinion poll support the introduction in the schools of the integrated history textbooks. The results of this poll are desolating for the promoters of the integrated history course because they document the existence of a situation that was suspected: this action of the authorities is an unpopular one. Even more, the best informed part of Moldovan society is declaring itself firmly against it. This makes me affirm that the introduction of the integrated history textbooks is a project without a future, which will be abandoned by the authorities after the most insignificant modification in the composition of the legislature. This is not even a project, but rather an experiment which will have unfavorable effects, in the first place, for its authors. Somebody made an enormous mistake believing that the introduction of the integrated history course would bring electoral advantages to the ruling party. The same is true of the promotion of the theory of Moldovanism or of the idea of the immediate union with Romania will not become important factors in motivating the electorate in the future parliamentary campaign of 2009.
